Prof. Ilir Murturi participated in the Regional Conference for Southeast Europe within the framework of the “Erlangen Initiative” — a cooperation platform between academia and export control authorities, aimed at strengthening export controls and raising awareness of global security challenges.

The conference, organized in Tirana by the State Export Control Authority (AKSHE), in cooperation with BAFA and UNODA, brought together institutional representatives, experts, and academics to discuss international cooperation and the implementation of standards for technologies and research outcomes with potential dual-use applications. One of the central topics of discussion was the responsibilities that arise for researchers when openly publishing their results, as well as the legal consequences that may emerge in cases where research outputs and technologies may have dual-use potential.

Recognizing the importance and sensitivity of the topic, it was emphasized once again that academic freedom and open science are the foundation of every scientific and technological advancement. Free research, open publication, and international cooperation are not privileges — they are prerequisites for innovation.
